Mix together cabbage and green onion in a large bowl. Set aside.

Mix together dressing ingredients in a small pan. Bring to a boil over medium heat. Reduce heat and continue to boil for 1 minute. Cool' then pour over cabbage and mix well.

Melt butter in a medium skillet and mix in other topping ingredients. Spread all over a baking sheet and bake at 350° until toasted. Cool, then stir into slaw right before serving.
