Preheat oven to 350°. Spray an 8X8" baking dish with cooking spray and set aside.
Drain corn and add to a large mixing bowl.
Stir in celery, green onions, mayonnaise, sour cream and pepper jack cheese. Stir until everything is mixed well.
Pour into the prepared baking dish and cook for 30 minutes.
Remove from oven.
Stir in bag of coarsely broken up chili cheese Fritos right before serving. Top with a spoonful of sour cream if desired.
Combine cream cheese, butter and beat for 2 minutes.
Add flour, salt, sugar to cream mixture; beat at medium speed until it becomes a crumb mixture.
Scrape down.
Beat for 10 seconds.
Remove blade, form dough into a disk and press into pie shell.
Crimp edges, wrap in plastic wrap, refrigerate for 1 hour, then freeze for 20 minutes.
Remove from freezer, line with foil and pie weights (or a bag of dried beans) and bake for 20 minutes at 375°.
Remove from oven.
Remove weights and let cool.
