Mix all in a pot and warm, stirring occasionally for 15 minutes. Serve with tortilla chips.

Heat the oil in a large Dutch oven over medium high heat. Add the onions, carrots and celery and sauté for 3-4 minutes. Then add the garlic and sauté for another minute.

Brown ground beef and onions. Drain off excess fat. Add garlic and cook for 2 minutes, stirring constantly. Add taco seasoning, Rotel, milk, refried beans and nacho cheese soup. Stir and bring to a slight boil. Reduce heat. Simmer for 5 minutes and serve with favorite toppings, ie. Tortilla chips, sour cream, cheddar, avocado, black olives, chopped tomatoes, green onions, etc.

For slow cooker, brown beef and add to all other ingredients. Cook on low 4-6 hours.
