Cream the butter and sugars with electric mixer until fluffy. Beat in the egg and vanilla extract. In a separate bowl, combine the dry ingredients. Gradually beat into the butter mixture. Stir in the chocolate chips. Drop by large spoonfuls onto a greased and floured cookie sheet. Bake at 375° for 10 minutes.
