Preheat smoker to 225°.
Also preheat 12" cast iron (or other) skillet over medium heat. Brown bacon and sausage in skillet. Stir in diced jalapeños and cook 2-3 minutes until softened. Stir in the cream cheese and mix until well combined. Pour in the macaroni, water, milk and cream. Cook, stirring regularly until the noodles have absorbed a majority of the liquid, about 8-10 minutes.
Turn off the heat and stir in the garlic powder, salt, pepper and cheddar until everything is all melted together. Sprinkle the top with the sweet rub, crushed crackers and the thin jalapeño slices.
Place the skillet in the smoker for 30 minutes, then either transfer the skillet to a preheated 400° oven or increase your smoker temperature to 400°. Bake 8-10 minutes.
