Chipped Beef on Toast

In a large skillet, melt butter over medium heat. Stir in flour until all is moistened by the melted butter. Add in the chipped beef, cream cheese, and the milk, stirring constantly until all of the mixture is a smooth consistency. Continue to cook slowly until gravy is thickened. Pour over hot toast.
