Melt butter and olive oil in medium saucepan over medium heat. Whisk flour in, stirring constantly and cook about 2 minutes. Turn heat to low and whisk in broth a little at a time. Add cumin, salt and pepper. Cook until thickened, about 3 minutes Stir in the other half can of green chiles, ¼ C shredded cheese and sour cream.
