In a large saucepan, heat soups, Rotel, garlic powder and chili powder, stirring to blend well. Stir in meat mixture. Spray 9 X 13" pan with cooking spray. Layer ½ of the tortilla quarters in the prepared pan. Top with ½ of the meat sauce. Cover with ½ of the cheese. Then repeat layers. Bake at 350° for 40 minutes.

Bake in the oven at 375° until the cheese has melted and the casserole is heated through. Remove from oven and sprinkle with chopped tomatoes.
